Who evaluates the General Manager and the Executive

The Beagle Editor, Every year we hear of the General Manager being reviewed. Who reviews her? How is she measured. She must have done OK because she was given a 2.6% wage rise. But what if the people charged with measuring her have no idea? She is employed by the councillors and accountable to the councillors but they couldn't assess if their backsides were on fire. So who assesses? Or is it true it is a 'self assessment' by the General Manager of herself? Who scores the the Executive team? That's right. The General Manager. It is all very cosy and very hush hush because no one is allowed to know what the Key Performance Indices (KPI) are or what the scores are. So how do they measure their performance? Please consider this little video and then ask "Who do we have in our leadership team?"
