The Beagle Editor, Canberra residents with a holiday home on the coast

The lockdown rules for the ACT specifically allow residents to come to their “other residence” on the coast, but at the same time requiring others who don’t have one to stay at home in the ACT. That seems unfair, both to the others and residents of the coast. PS: NSW has the same stupid rule. Name and address supplied
