Were the Councillors unduly influenced by staff on Dalmeny land sale?

The Beagle Editor, After listening to Director Usher (council waste management, strategy & sustainable growth, developmental services, environmental services & property & commercial) answer questions relating to Lot 2 sale, it was alarming to hear him address the council leading up to them all voting.... "we are in discussion with the two adjoining land owners at present." He said "We are at the moment preventing them from developing their land, & we don't want to be in that situation" unquote. Is that not a blatant case of influencing councils decision to pass the land for sale? Name supplied and withheld by Editor on request
